Testimony of Chen Yonglin at the Sydney Tribunal during the Trial of the Chinese Communist Party for Crimes against Humanity

Chen Yonlin testifies to Sydney International Criminal Tribunal
My name is Chen Yonglin. I was employed in the Chinese diplomatic sector from August 1991 to May 2005. From April 2001 to May 2005 I worked as the Consul of Political Affairs in the Consulate-General of the PRC in Sydney, during which time I received more than 100 high-ranking officials of the Communist Party of China (the CCP) who came to visit Sydney, and I held talks with them on many important political issues on behalf of the CCP. I have in-depth knowledge about the CCP’s foreign policies regarding the persecution of Falun Gong and how the CCP institutional system works. I am willing to give the following testimonials at the Sydney Tribunal for the Trial of the Communist Party of China for Crimes against Humanity in relation to the brutal persecution of Falun Gong.
1. As far as I know the CCP’s persecution of Falun Gong is comprehensive, systematic and institutional in nature and all government officials have, to varying degrees, participated in the persecution. The powerful departments of the Public Security and National Security are direct tools for the persecution. In order to carry out the severe suppression of Falun Gong, the Politburo of the CCP established “the Central Leadership Group for Handling Falun Gong Issues”, and on June 10, 1999 urgently established the “Office for Handling Falun Gong Issues” which would take charge of daily affairs. The CCP administrations at various levels, including the Central Government, the provincial governments, the municipal governments, local governments encompassing the county, township and village levels; government officials in neighborhood committees, as well as state-run enterprises and organizations, especially the government officials in the Public Security, National Security, Courts and Jurisdiction, have all been involved in the genocidal persecution of Falun Gong.
In order to cooperate with the 610 system in their persecution of Falun Gong, the CCP Foreign Affairs Ministry and the Public and National Security have extended the persecution overseas. The CCP Foreign Affairs Ministry established the “Office to Handle Falun Gong Issues” (“Falun Gong Office” for short), which is under the administration of the Office of the Foreign Affairs Ministry. It was changed to “the Department of Security Issues Concerning Foreign Countries” in 2004 and openly put up its official plate.
Aside from the secret operations of the Public Security and the National Security systems, most of the Chinese embassies and consulates in major countries and cities have in place an “anti-Falun Gong fighting team”, whose tasks include refusing [Falun Gong practitioners’] applications for passport extension; confiscating their passports; refusing to offer them any certifying services, and through open channels, collecting relevant information on Falun Gong; exerting pressure on the local government; promoting twisted propaganda and in general making the most of “squeezing the living space of Falun Gong”.
2. According to a responsible official from the Central 610 Office who
visited Sydney, the government’s current estimate shows that in China there are currently more than 60,000 Falun Gong practitioners being victimised—half of them incarcerated in prisons and labour camps, and the other half under strict surveillance by the Public Security and governments at various levels in conjunction with enterprises and government organizations. They are all targets of the forced “reform”. It costs the CCP government 150,000 yuan for the persecution of each Falun Gong practitioner.
The CCP’s persecution of Falun Gong is extremely inhumane. While I was working at China’s Consulate-General in Sydney, I had access to a lot of background information on the Falun Gong practitioners who died as a result of the persecution. Clearly, a lot of the stories could not justify themselves. In fact, many deaths of Falun Gong practitioners were related to the cruel tortures by the police and labour camps and the inhumane forced “reform”, such as the death of Falun Gong practitioner Chen Chengyong.
However, the unified points of view passed down from the Foreign Affairs Ministry for public release to foreign countries totally ignore the facts and are packed with lies in an attempt to stave off the media. 
3. The CCP imposes upon the people an extremely centralized one-party autocratic rule, and the policies have always been made at the top and passed down. The CCP regime carries out an enslavement policy, forcing the people to “strictly keep in line with the CPC Central government”. The Foreign Affairs Ministry’s policies on Falun Gong are actually instituted by the Central Leadership Group for Foreign Affairs, which co-operates with the Central Leadership Group for Handling the Falun Gong Issues.
It is clear from ample facts and historical evidence that the Communist Party of China, on the one hand, waves the flag of “serving the people” whilst on the other engages in inhumane, anti-social and immoral, shameless activities. It is “a wolf in sheep’s clothing” that ruthlessly kills people.
I swear that the above testimony is true, regarding the facts, and that it genuinely states what I mean to say.
